[PROTECTION] 5. USER TOTAL BAN

Unlike a ban in QnA chat, when only the ability of the spammer to respond in forms is restricted, this functionality allows you to completely ban a user in a bot, as a result, he will completely lose the ability to press any bot's buttons, see its menu and messages.

Command:
/ban user_id
becomes available  which, in combination with the user ID, will completely limit user's ability to use the bot, as well as the command:
/unban user_id
which, in combination with the user ID, removes all restrictions from him.

❗ Please note that the same command removes restrictions in the QnA chat, it is common to both functions.

Commands /ban and /unban without parameters - will ask you to send (Forward) message from the user who should be banned.

❗ The messages of the mass mailing will not be received by banned users.
